The current government and the policy
Since the new constitution of 1993, the legislative
power is at the Parliament ("Jogorku Kenesh" or "the Supreme Council"
in kirghize). Kirghizes, legislators initial, did not succeed
in obtaining a quorum in September 1994: only some deputies had
come. They thus created an assembly smaller with two rooms.
There is the legislative Parliament, with 35 seats of national
elected officials and the Parliament of the People with 70 seats, based on a regional representation.
All the members are elected for 5 years. The South is
represented by 48 deputies and North by 57. It is thus the
North which has the control of the decisions. A referendum in
1996 extended the capacities of the president to depends on the
legislature.
The president, elected official by the direct vote for all, is
with the head of the country for five years. He names the Prime
Minister who in his turn, trains his Cabinet of the Ministers.
The country is divided into 7 areas or dubans. The
government is prolonged by local consultings, called keneshes.
